With reports of several of the Republican caucus' demands being potentially acceptable to Senator Jacobs, the likelihood of Illinois increasing the number of casino licenses, with a land-based casino in Chicago, grows as the end of the session nears.
A cross section of community leaders and activists gathered on Monday to condemn any expansion of casino gambling in Illinois.
"Unfortunately, many political leaders choose to plug budget deficits by balancing the budget on the backs of the poor," , Republican candidate for Cook County Recorder of Deeds, told reporters.
"That's not tenable, that's not good government, and its not good policy for the future of Illinois, Cook County and the city of Chicago," he said.
of the Task Force to Oppose Casino Gambling in Illinois said that people of color and the poor will be targeted the most by a casino located in Chicago. He said poor minorities will be the most susceptible to gambling's promise of quick and easy money.
Citing a study done in Detroit recently, Dobmeyer said single mothers and African-Americans suffer when casinos come into their areas.
"38 percent of Detroit's single mother households gambled at casinos and African-Americans lost two and a half times more than whites at casinos," Dobmeyer said.
, Director of Correctional Ministries for the United Methodist Church said the rate of pathological gamblers was higher among ethnic minorities.
"The rate among Caucasians was .5 percent. Among African-Americans it was 3.7 percent, and among fruit machine Carrasco said.
Carrasco, who read his statement in both English and Spanish, said that he wanted to let the communities most detrimentally affected by gambling know how the casino in Chicago could devastate their communities.
"The National Academies of Science found that pathological gamblers engage in destructive behaviors, commit crimes, and run up large debts," he said. "The National Opinion Research Center reported to the 1999 National Gambling Impact Study Commission that the presence of a gambling facility within fify miles roughly doubles the prevalence of pathological gamblers' problems."
Illinois law requires that the casino revenue benefit low income areas. With current negotiations it appears that the original cost of $350 million per casino license may now be lowered to $250 million in order to make licenses in the Waukegan, Rockford and South Suburban area more economical.
"The bill allows not only for the three new licenses, but a land-based casino plus the option of floating casinos in the Chicago area," Bedell said. "The expansion will be huge in the bill being negotiated right now."
, director of Chicago-based Family PAC, told reporters that elected lawmakers who agreed not to promote gambling will be held accountable if they renege on their pre-election pledges.

Republican State Senators who said they would oppose additional gambling positions, slot machines at racetracks and additional casinos are: Bomke, Brady, Burzynski, Dillard, Geo-Karis, John Jones, Wendell Jones, Luechtefeld, Righter, Risinger, Sieben, Dave Sullivan, Frank Watson
